Guidelines for Awarding of Scholarship PDF Print E-mail

RATIONALE:
Quezon City Council Resolution No.NC-577, S-91: Resolution approving the “Quezon City Government scholarship program” and its implementing guidelines created a scholarship program for tertiary education to poor but deserving students of Quezon City. The program was then under the Office of the City Mayor’s Education Coordinating Council. In 1992 the program was named Scholarship and Youth Development Program and became a separate office but still remained under the Office of the City Mayor.

In 2001 under the leadership of the Hon. City Mayor Feliciano R. Belmonte Jr. SYDP was tasked to empower the youth by increasing the beneficiaries of the scholarship and promote youth active participation in governance by providing venues for capability building.

Consequently the number of scholars accommodated by the program increased by 1,600% from 211 in 1991 to 750 scholars in 2001 it has reached 12,384 scholars in 2008. The program reached its highest number of scholars accommodated in its history.

In parallel development the City is strengthening the Quezon City Polytechnic University; a logical step towards opening more opportunities to quality education for the City youth while maximizing the City resources. This is under the foundation that the program should primarily be in unity with the City University in terms of providing access to quality education to all City residents. In response to this the SYDP provided scholarship to QCPU students. QCPU became the biggest beneficiary of the program with more than 80% of SYDP’s budget allocated to them.

In addition to this the City thru SYDP provided venue to help the academically excellent tertiary students and future youth leaders attain their fullest potentials. Because of this the SYDP not only attained its general objectives but effectively and efficiently used its resources toward serving the City youth and attaining the vision for a Quality Community for all thus, the increased of financial subsidies to Valedictorian and Salutatorians. This is the highlight of the 2008 guidelines for scholarship.

However, while QCPU is in its journey towards a more competitive academic institution there are strong clamour from a number of deserving youth and other sectors who wants to take up courses that are not available in QCPU.

And on its 20th years of providing scholarship; the City under the leadership of the Hon. Herbert M. Bautista is gearing towards new priorities and thrust expanding the number of beneficiaries targeting other beneficiaries to provide help to the most marginalized and qualified sector of our City. SYDP is making new history while remaining true to its origin “Empowering the Youth Thru Scholarship and Capability Building”.

OBJECTIVES:
      The Scholarship and Youth Development Program (SYDP) of the Quezon City Government is exerting its effort for the attainment of the following:

  1. open the opportunities to quality education;
  2. minimize the number of displaced youth in the city;
  3. upgrade the literacy of the residents of the city;
  4. promote activities for development, such as trainings, projects and seminars;
  5. to attain the objective of the Quezon City Government in promoting the advancement of science and technology.

I.BENEFICIARIES OF THE SCHOLARSHIP PROGRAM

      A. Valedictorians and Salutatorians
       Valedictorians and Salutatorians of Quezon City public high schools shall be entitled to tertiary scholarship program provided that:

  1. new graduates and they qualify upon application for scholarship; and
  2. they are residents of Quezon City
  3. a maintaining general weighted average grade of 2.00 or equivalent to that grade with no failing grade is required for renewal of scholarship every school semester.

       They shall be awarded a maximum of Php 80,000.00 for tuition and other fees and stipend of Php 20,000.00 a year.

      B. First to third Honorable Mention
       First to third Honorable Mention of Quezon City public high schools shall be entitled to tertiary scholarship program provided that:

  1. they are new graduates and they qualify upon application for scholarship;
  2. they are residents of Quezon City and
  3. a maintaining general weighted average grade of 2.25 or equivalent to that grade with no failing grade is required for renewal of scholarship every school semester. 
       They shall be awarded a maximum of Php 30,000.00 for tuition and other fees and stipend of Php 10,000.00 a year

      C. Quezon City Polytechnic University Scholars
       Qualified Quezon City Polytechnic University students shall be awarded scholarship based on the QCPU-SYDP guidelines for awarding of scholarship. Conditions, qualification and the amount of financial assistance shall be determined by the same guideline.

      D. Sangguniang Kabataan and SB Center for Excellence (CENTREX) in Student Leadership scholars
      Elected officials of Sangguniang Kabataan and Centrex Alumni shall be provided scholarship in the terms of grant-in-aid and will cover:

  1. tuition and other school fees --------------  Php 8,000.00 / year
  2. stipend per scholar------------------------  Php 3,000.00 / year

      Provided, however that they will enroll in QCPU and other State Universities. They have to renew their scholarship every semester and must have a general weighted average of 2.5 or equivalent to that grade with no failing grades.

       H. Transitory
        Scholars under the 2001 scholarship guidelines shall be gradually phase-out.They shall be under the 2001 scholarship guidelines until they graduate.

        The City Mayor may wave the requirements and qualification he deems fits. All scholars are encouraged to avail other academic scholarships from civic organizations and educational institutions.

II. CONDITIONS OF SCHOLARSHIP GRANTS

         Financial assistance to the grantee shall cover one (1) academic year, but he shall renew his application for availment for assistance every semester until he shall have completed the college degree or vocational/technical course in public college or state universities, subject to the following conditions:

  1. The grantee shall enroll immediately in the semester following the approval of his application for scholarship assistance or he may defer the availment provided that SYDP is explicitly informed thru a written request addressed to the head of the program.
  2. He shall carry the full semester load prescribed by the school for the particular year level or course.
  3. He may be allowed to change course and transfer to another school, (public college, or state university) provided 80% of his finished subjects are credited. In cases wherein the percentage was not met and/or should any problem arise regarding this matter, prior approval by the Scholarship Screening Committee (SSC) is needed.
  4. He shall actively participate in community/special projects initiated by the City Government for the duration of his scholarship.
  5. He shall serve the City for a year if the City needs his services.
  6. He shall be given another chance if his general weighted average should be lower than the required grades to avail of the scholarship but a falling, dropped or incomplete mark in any subject will automatically terminate his scholarship.

IV. GROUNDS FOR TERMINATION OF SCHOLARSHIP

  1. Non-fulfillment of scholarship requirements.
  2. Academic deficiencies.
  3. Forging or falsification of official grades/records.
  4. Abandonment of scholarship and/or non-communication with SYDP office for one semester despite the efforts exerted by the latter to communicate.
  5. Conviction of a crime involving moral turpitude.

        The City Mayor shall create a Scholarship Screening Committee (SSC). The said committee shall screen and approved qualified scholars and decide should any problem arise regarding scholarship program.
