Quezon City is Gawad Kalasag Top 3rd Best

gawadkalasag_trpThe Quezon City Government received on June 8, 2017, the award for the Best City Disaster Risk Reduction and Management Council, third place, at the 18th Gawad Kalasag National Awards.

The award was received by Mayor Herbert M. Bautista at the Philippine International Convention Center.

Gawad Kalasag is the country’s leading annual awards for outstanding contributions in the field of disaster risk reduction and management and humanitarian support. Its main objective is to strengthen and improve the practice of the disaster risk reduction and management and humanitarian response and assistance of individuals, groups, or institution which have showcased extraordinary courage and heroism in times of emergencies.

Mayor Bautista has made disaster preparedness on top of his list of governance initiatives to lessen the impact of any calamities. Quezon City created its own disaster-risk reduction management office (QCDRRMO) through Ordinance No. SP-2290, S-2014 which mandates its functions, duties, and responsibilities.

The city government’s efforts are not only directed inwards. It has also been helping other local governments, especially poor municipalities, get back on their feet through social, environmental, health, as well as engineering and structural rehabilitation and construction. The QC-LGU either sends substantial monetary support, or sends a multi-department team, or both, depending on what would be the most effective form of assistance to the LGU.

Assisted by the Quezon City Government these past years have been the following other LGUs: Baler in Aurora, San Miguel in Bulacan and Bambang in Nueva Ecija, after Typhoon Lando in 2015; Bulan in Sorsogon and Pola in Oriental Mindoro after Typhoon Nona in 2015; Basco, Itbayat, Mahatao and Ivana, all in Batanes, after Typhoon Ferdie in 2016; and Apayao, Cagayan, Isabela and Kalinga, after Typhoon Lawin in 2016.

The goal of the city’s DRRM efforts is to immediately restore and improve people’s means of livelihood and enable them to continue economic activities as soon as possible after a calamity occurs. The reconstruction of damaged infrastructure is being done in accordance with the principle of “Building Back Better,” especially for public utilities and installations.

The more than Php 107 million worth of grants for assistance to devastated LGUs was sourced from the city’s local disaster risk reduction management fund and authorized by a resolution of the City Council, during the period 2015-2016. The QC government has been providing and will continue to provide this assistance to other LGUs.
