QC Govt Boosts Emergency Response Services in 142 Barangays PDF Print E-mail

The Quezon City Government has turned over new ambulances to all 142 barangays, further enhancing its emergency response capability and services at the barangay level.
The vehicles are part of the 160 ambulance units acquired by the city last year. The rest of the ambulances will be distributed to the QC Disaster Risk Reduction and Management Office, the City Health Department, the QC General Hospital, QC Police District and the Bureau of Fire Protection.

The granting of ambulances was made possible through a Deed of Donation signed by the City Government (donor), represented by Mayor Herbert M. Bautista and each of the barangay chairmen (as donee or recipient).
Under the Deed, it was agreed that barangays will have responsibility over the ambulance which includes the use and operation of the ambulance unit only within the city and exclusively, for transporting the injured or sick or for pre-hospital care activities of Quezon City residents.
Barangays are also required to maintain and take care of all equipment, accessories, tools and supplies in the ambulance.
In addition, as part of the condition set  by the City Government as donor, the barangays are also required to submit a monthly report on its disaster-related operations and other activities to the QC DRRMO Emergency Operations Center (EOC) and the Barangay Operations Center (BOC). They are also urged to coordinate with the QC DRRMO to avail of the annual First Responder’s Training Course.
The terms of the Deed of Donation provides safeguards against misuse of the vehicles. In case of violation or non-compliance of the conditions, the City Government may nullify the agreement and recover the ambulance, including all the equipment and accessories from the barangay, according to the Deed.
The new ambulances are equipped with automated external defibrillator, oxygen tanks, spinal board, stretcher and a minor surgical kit and first aid kit. The ambulances will also have ambulance crews or emergency medical technicians trained by QC DRRMC.

The concept to organize community-based responders under the Barangay Emergency Response Team (BERT) was first introduced by Mayor Bautista in 1995 when he was vice mayor. The concept was later adopted by the Department of the Interior and Local Government and the Philippine Red Cross.
