QC Mayor Bautista: LGUs’ Commitment Key to OGP Success PDF Print E-mail

The sustained efforts of local governments are necessary to secure commitment to the Open Government Partnership (OGP), Quezon City Mayor Herbert M. Bautista said in his welcome remarks during the opening of the Open Government and Participatory Governance Regional Dialogues at the Great Eastern Hotel, on February 27, 2018.  
“The Philippine commitments to the OGP to secure concrete commitments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance, requires continuing efforts from local governments,” the mayor said.

Quezon City has been urging its citizens to join actively in all its governance programs, from the grassroots or community level to barangays, district and city levels. The mayor said that the participation of QC citizens in governance is prominent in programs on peace and security, curbing illegal drugs such as through MASA MASID, traffic management, the redevelopment of neighborhoods, livelihood development and health and welfare programs, among others. 

This also includes the active participation of beneficiaries in the city’s socialized housing program, especially in the redevelopment of their communities or relocation.The city has also committed to engage its citizens in participatory budgeting, as well as empowering civic and nongovernment organizations to recommend programs for government funding.
High civic participation is also noted in the city’s disaster risk mitigation program, with the active participation of barangays, residents, and organizations in the communities for preparedness and quick response to floods and other calamities.
The 2-day event was initiated by the Cabinet Participatory Governance Cluster (PGC). The PGC was created by virtue of Executive Order No. 24, which also reorganized the Cabinet into six clusters that adhere to the key priorities of President Rodrigo Duterte’s administration. 
The Participatory Governance Cluster is tasked to pursue the following:1. To enable public to understand, rationalize and implement national government programs and projects based on area-specific realities;2. To strengthen consultation mechanisms to ensure effective implementation of programs and projects; and3. To propose policies, programs and projects that would foster participatory governance and build the capacities of local government units for such purpose.
