The Quezon Safe City Model: Ensuring Public Safety and Addressing Sexual Violence in Public Spaces PDF Print E-mail

QUEZON CITY, PHILIPPINES – Quezon City, as the pilot city and the leading city of the UN Women’s Safe Cities Metro Manila Programme, is at the important phase of implementing the Anti-Catcalling and Sexual Harassment in Public Spaces provisions of the Amended GAD Ordinance and its Implementing Rules and Regulations (IRR). The Quezon City Government has demonstrated leadership and commitment towards meeting its obligations within the Safe Cities Metro Manila Programme agenda. The city’s innovative success to enact a legislation addressing sexual harassment in public spaces is globally recognized as a role model and some good progress has been made in its implementation.

The training-workshop entitled, “The Quezon City Safe City Model: Ensuring Public Safety and Addressing Sexual Violence in Public Spaces” is a training-workshop focused on the implementation of the Anti-Catcalling and Sexual Harassment in Public Spaces Provisions of the Amended GAD Ordinance is co-organized by the UN Women and the Quezon City Local Government.

“We need to focus more on a gender-transformative approach in implementing the Anti-Catcalling and Sexual Harassment in Public Spaces provisions of the Amended GAD Ordinance and its IRR,” said Charisse Jordan, National Project Officer of Safe Cities Metro Manila Programme. “It is important for us to engage with police officers and barangay security executive officers, and strengthen their understanding on sexual harassment against women and girls in public spaces as part of a larger continuum of violence against women and girls. We need a more coordinated prevention and response to sexual harassment and sexual violence against women and girls in public spaces,” she continued.

“Quezon City as the pilot city has shown how a local ordinance informs national changes, with the Street Harassment law strongly being enforced in the City. Due to the strong visibility of the law, women have been coming forward to report sexual harassment in public spaces,” Quezon City Administrator, Aldrin Cuña shared. In view of promoting behavior change and transforming social norms, the training for police officers and BPSO aims to create a safe and conducive environment for women and girls to report cases of sexual harassment in public spaces. We also encourage members of the community to report – as we are strengthening the visibility of our law enforcement to make reporting more accessible to everyone,” he added.

Heads of offices from the Philippine Commission on Women, Department of the Interior Local Government (DILG), Quezon City Police District, and Metropolitan Trial Court, including from development partner, Spanish Agency for International Development Cooperation (AECID), gave key messages for the police officers and barangay barangay security executive officers. The messages highlighted the role of law enforcement in addressing sexual harassment in public spaces. There were 200 police officers and barangay security executive officers from 13 districts and 142 barangays of Quezon City who attended the training.

The training-workshop is the first of the series of capacity-building trainings to enhance the institutional readiness of the law enforcement and the barangays in Quezon City to implement Anti-Catcalling and Sexual Harassment in Public Spaces provisions of the Amended GAD Ordinance.

Quezon City’s Safe Cities programme is supported by Spanish Agency for International Development Cooperation (AECID), and the Singapore National Committee for UN Women, with Quezon City Local Government’s counterpart as expression of their local ownership of the programme. ###
