Created in 1986, the Housing and Community Development and Resettlement Department (formerly Urban Poor Affairs Office) is mandated to design and implement socialized housing and resettlement programs for Quezon City's underprivileged residents and informal settlers and to conduct leadership training programs for urban poor communities. Corollary to these primary mandates, UPAO is tasked with the updating of a pertinent information base on urban poor communities and the conduct of consultation activities with such communities whenever necessary.

Housing and Community Development and Resettlement Department Services

* Low-Cost Housing. Develops and implements short-term and long-term housing programs tailored to fit the "capacity to pay" of the City's informal settlers and underprivileged residents.
* Community Mortgage Program (CMP). Also known as the "Land for the Landless Program," it aims to legalize the tenurial status of the City's informal settlers. Mediates negotiations for the acquisition of lands targeted for a CMP project. Validates the listing of beneficiaries for a CMP project. Facilitates the parcellation or individualization process of all CMP projects. Documents the loan process. Assists the National Home Mortgage and Financing Corporation (NHMFC) and other agencies / government offices in the conduct of background study and site inspection of areas intended for CMP projects. Issues certifications to identified beneficiaries of projects due for take-out.
* Community Development. Initiates or assists in the formal establishment of community organizations. Assists communities in effectively providing for their basic needs, tenurial rights, etc. Conducts dialogues with community associations whenever necessary. Conducts regular community visits and site inspections.
* Legal Services. Helps prosecute cases filed by urban poor associations or by communities targeted for housing or resettlement assistance by the city government against recalcitrants, professional squatters, members of squatting syndicates and the like. Maintains a master list of recalcitrants, professional squatters, members of squatting syndicates and the like, for immediate or future reference. Assists urban poor families or associations who are the subject of a court-ordered eviction or demolition. Provides for the day-to-day legal and paralegal counseling and related needs of urban poor individuals, families and associations.
* Technical Support. Prepares technical plans pertinent to housing and resettlement projects. Attends to the documentation needed for such projects. Provides pertinent research (lot titles, technical descriptions, lot boundaries, etc).
* Census and Survey. Conducts a census of all informal settlers residing in the City, including tagging and mapping. Maintains a master list of all censused families, including their respective socio-economic profiles.
* Basic Utilities. Facilitates the delivery of basic utilities, such as water and electricity, to the City's socialized housing and relocation communities. Helps such communities secure the required clearances, permits and other such documentation. Endorses to other government offices or agencies requests for other types of assistance, such as hospitalization assistance, burial assistance, etc.
* Direct Sale Assistance. Facilitates the processing of loan documents for Direct Sale Projects. Conducts dialogues with the beneficiaries of Direct Sale Projects. Monitors and helps upgrade the Collection Efficiency Rate of Project Beneficiaries. Issues the schedules of payment, demand letters, and NHMFC notices to Direct Sale Program Beneficiaries. Issues orders of payment.
