payatas_moa 1With Hon. Mayor Herbert M. Bautista as Guest of Honor and Speaker, and Hon. Vice-Mayor Joy Belmonte-Alimurung as Special Guest, the Payatas Poverty Alleviation Foundation, Inc. (PPAF, Inc.) was officially launched on October 14, 2011, Tuesday at the Quezon City Integrated Waste Disposal Facility Activity Center

A Memorandum of Agreement between the Quezon City Government and PPAF, Inc. was signed during the occasion. The objective of such MOA is for both parties to exert cooperative efforts, and to establish a relationship where they shall combine their efforts, skills, technology, resources and knowledge for the purpose of encouraging and fostering the ideal of service by every Filipino to his personal, business and community life.

PPAF, Inc. is established to alleviate poverty among the poor people living around the Quezon City Integrated Waste Disposal Facility as well as the other poor people of Payatas.   

The programs started by the Foundation were mentioned by Atty. Dwight M. Ramos, President of PPAF, Inc. as he presented an overview of the Foundation. The programs presented are as follows:

  • Livelihood Programs
    • Social Security Service (SSS) Membership (Self-employed) of around 2,000 scavengers working at the QC Integrated Waste Disposal Facility
    • Support to Payatas Alliance Recycling Exchange Multi-Purpose Cooperative
    • TESDA Skill Training Programs
  • Integrative Programs
    • Values Enhancement and Personal Planning Workshop
  • Feeding and Health Program
    • Mass Feeding
    • Medical, Dental and Optical Mission
  • Educational Program
    • Balik-Paaralan para sa Out-of-school adults (BP-OSA)
    • College Scholarship Program
  • Sports Development Program
    • Payatas Pasaway Street Soccer Team
  • Shelter Program
    • Gawad Kalinga Cox Village
    • Montalban Resettlement Area
  • Environmental Awareness and Protection Program
    • Isang Litrong Liwanag in cooperation with “My Shelter Foundation”
  • Other Activities
    • School Support Program
    • Book Donation to Justice Cecilia Muñoz Palma High School
    • Support to Brigada Eskwela 2011


Ms. Isabelita Paredes-Mercado, Chairman of the Board of the Foundation announced the Official Launching of PPAF, Inc. and stated that the Foundation is now ready to attain its objective of getting the poor people of Payatas out of Poverty.

The Honorable Mayor expressed his support to the Foundation and pledged the QC Government’s cooperation in all its programs.

payatas_moa 3As a start, the Foundation’s Board of Directors handed over a cheque amounting to P500,000 to the Payatas Alliance Recycling Exchange Multi-Purpose Cooperative, one of the Foundation’s beneficiaries, that will help them finance their projects to the benefit of the Cooperative members including scavengers and junk shop operators.
