In line with its service motto of "Health for All, and Health in the Hands of the People," the QCHD endeavors to provide promotive, preventive, curative and rehabilitative health care services to Quezon City constituents through various programs.

 

The specific targets of the Department are as follows:

* Reduction of crude birth rate

* Reduction of crude death rate

* Reduction of infant mortality rate

* Reduction of child mortality rate

* Reduction of maternal mortality rate

* Reduction of malnutrition among preschoolers

* Provision of access to safe and potable water

* Provision of access to sanitary toilets

* Reduction in the morbidity and mortality from common infectious diseases such as pneumonia, diarrhea, tuberculosis, dengue, STD, etc.

* Prevention and control of the increasing emergence of non-communicable and degenerative diseases, such as cardiovascular ailments, hypertension, diabetes, cancer, etc.

* Promotion of healthy lifestyle such as through healthy diet, exercise; good mental health, stress-free life as well as the prevention or avoidance of smoking and substance/drug abuse.

Maternal Health Care

Pre-Natal

- Check-ups and consultations

- Simple lab exams (urine, sugar, Hgb)

- Tetanus toxoid immunization

- Provision of iron tablets and low-dose Vitamin A

- Referrals of high-risk cases for secondary or tertiary care

Natal

- Delivery at home by midwives & trained birth attendants

- Delivery at any of the six lying-in clinics

Post-Natal

- Post partum consultation & check-ups

- Health education, counselling and information/ education campaign

- Provision of Vitamin A capsules and iron tablets

 

Child Health Care

Immunization

- Against BCG, DPT, OPV, Hepa B & measles

Control of Diarrheal Diseases

- Free medicines and oral rehydrating solutions

- Detection and management

- Referrals, if necessary

Control of Acute Respiratory Infection

- Detection and management of upper respiratory tract infections

- Free Cotrimoxazole & Amoxycillin for pneumonia cases

- Referrals to tertiary hospitals, if necessary

Growth Monitoring & Promotion (Under-Five Clinic)

- Provision of growth charts

- Monthly reweighing

- Masterlisting, weighing and monitoring of children below five years old

Integrated Management of Childhood Illnesses

- Referrals of other childhood illnesses for secondary or tertiary care

- Management of childhood illnesses

 

Promotion of Breastfeeding

- Intensified information and education campaign on exclusive breastfeeding, from birth up to 6 months of age

- Initiation of breastfeeding immediately after birth

 

Nutrition Program

Operation Timbang (OPT)

- Mass weighing of children 0-71 months old

- Identification of malnourished children

- Prioritization of very low and below normal weight malnourished children for food supplementation

Food Supplementation

- Deworming of malnourished children before feeding

- Monthly reweighing of identified malnourished children

- Food assistance

- Mothercraft nutrition & low-cost food cooking classes

Micronutrient Supplementation

- Provision of Vitamin A capsules to all pre-schoolers every 6 months

- Provision of iron supplement to all low birth weight infants, very low and below normal weight pre-schoolers

Nutrition Education & Iinformation Campaigns

- Nutrition classes

- Cooking demonstration of low-cost but nutritious menus

- Campaign for food fortification with Vitamins A & C & Beta-carotene by manufacturers

- Promotion of use of iodized salt in households and by food establishments

- Ensure availability of iodized salt in markets, groceries and small neighborhood wet markets

- Diet counseling for diabetic and other therapeutic cases

 

Population & Family Planning Program

- Provision of free oral & injectable contraceptives to acceptors

- Free tubal ligation at Frisco lying-in clinic and Non-Scalped Vasectomy at Batasan Super Health Center

- Free IUD insertion in the health centers

- Provision of information and education materials

- Free family planning, responsible parenthood, and safe motherhood counseling in all health centers

- Pre-marriage counseling

 

Control of Communicable Diseases

Tuberculosis Control Program (TB Control)

- Free sputum microscopy for all TB symptomatics to identify patients positive for TB bacilli

- Provision of multiple TB drug regimen - short course chemotherapy for sputum positive cases as well as those with positive Chest X-ray findings

- Use of DOTS (Directly Observed Treatment Strategy) to ensure patient's compliance in the taking of anti-TB drugs

Leprosy Control Program

- Case finding of Hansen cases thru skin slit smear

- Provision of free medicines for leprosy cases identified and referred

Rabies Prevention & Control

- Management of animal bites

- Giving free prophylactic anti-rabies vaccines affected clients

Dengue Prevention & Control

- Destruction of breeding places of mosquitoes to prevent dengue

- Setting-up of larvi trap in areas to determine density of mosquitos

- Supervised cleanup drives

- Larvicidal spraying

Prevention & Control of HIV-AIDS & other Sexually Transmitted Diseases

- Examine high risk groups & management of existing sexually transmitted illnesses

- Laboratory exam (G/S, VD Smearing) to confirm diagnosis

- Provide free medicines

- Contact tracing and management of contacts thereafter

- Provide health permit to would-be amusement and sauna bath attendants

- Counseling and information and education campaign

- STI/ HIV/ AIDS Seriological and Behavioral Surveillance to high-risk groups

 

Environmental Sanitation Program

- Inspection of food and non-food establishments, amusement places and water refilling stations

- Containment/elimination of noise, foul odors, smoke, etc.

- Containment/elimination of insect and rodent breeding grounds thru insect and vermin control services

- Inspection of households to determine status of those with safe water supply, sanitary toilets, and sanitary waste disposal

- Provision of free toilet bowls to depressed families in the barangays

- Campaign for a clean and safe environment

- Regular bacteriological analysis of water from different sampling sites in coordination with the National Reference Laboratory (EAMC) and EMB Laboratory (DENR) to determine potability and water supply.

- HIV / AIDS seminar, laboratory exam (sputum and stool) as requirement for issuance of health certificates.

- Food safety classes to food service workers and street food vendors to ensure clean and safe food for retail

- Issuance of health certificate, certificate of occupancy, sanitary permits and certificate of potability

 

Control of Non-Communicable Diseases

Cardiovascular (CVD) Prevention & Control, Hypertension

& cerebrovascular accidents

- Blood pressure screening in all health centers and within the community

- Free anti-hypertensive drugs & other cardio medicines for the identified cases

- Information and education campaigns and lectures for physical fitness & healthy lifestyle towards a healthy heart

- Free cholesterol determination/ ECG in selected health centers in coordination with other agencies

Cancer Control Program

- Cancer of the breast

- Cancer of the cervix

- Cancer of the lungs

- Prostatic cancer

- Regular breast examination for early detection of breast cancer

- Pap smearing for women at all health centers

- Information and education campaign for early diagnosis and treatment

- Referral of suspected cases to hospitals/medical centers for diagnostic procedures and tertiary care

- Coordination with other related agencies and hospitals for diagnostic procedures such as direct rectal exam and chest X-ray

Diabetes Prevention & Control Program

- Screening on fasting blood sugar to identify diabetic patients

- Diet counseling and prescription for diabetic patients

- Information and education campaigns on healthy diets and lifestyle including exercise and physical fitness

Dental Health Care Program:

- Free oral examination and prophylaxis

- Fluoride application among school children

- Pit and fissure sealant application

- Tooth extraction

- Temporary and permanent filling

- Gum treatment

- IEC campaign for oral health

- Oral examination and prophylaxis

- Fluoride application

- Oral health promotion

 

Reproductive Health Care

- Free diagnosis & management of illness - reproductive tract infections and other related diseases

- Provision of free medicines

- Laboratory exam - urinalysis, CBC, gram staining of vaginal smear, pap smear

- Referral for tertiary care

- Information and education campaign activities

- Counseling on Family Planning and Reproductive Health

 

Medical Morbidity Clinic

- Free consultation and management of patients/clients at the health centers, mobile and during outreach clinics

- Provision of free medicines for treatment of cases

- Referral for laboratory exams and for further management in hospitals

- Counseling and information and education campaigns

- Outreach clinics in special circumstances, activities and outbreaks

 

National Voluntary Blood Services Program

- Recruitment/Advocacy Campaign for blood donors

- Blood-letting activities at the barangay level

 

Epidemiology & Surveillance Program

- Case investigation and surveillance in outbreaks

- Prepare and submit recommendation to contain epidemics

- Institute measures to control outbreak

 

Disaster Management Preparedness Program

- Medical services/assistance during disaster

- Emergency management of cases encountered

- Referral for immediate care and management

- Prepare plans and activities to prevent future disaster

 

Requirements for Availing These Services

 

All Quezon City residents can avail of the free health services in the different health centers. There are no specific requirements/prerequisites needed in availing of health services in all health centers.

 

For Philhealth benefits, there are health centers accredited by Philhealth. The City has provided Philhealth cards for indigent clients.

QCHD has been the recipient of funding assistance from the following agencies:

* " USAID through the Local Government Performance Program (LPP). This is to support Local Government Units in managing the implementation of their health programs, especially population and family planning, Selected Child Survival Program (EPI, CARI, CDD) and nutrition.
* " Urban Health and Nutrition Program (UHNP), World Bank which provided infrastructure, manpower and logistic support especially in urban poor areas. The current Quezon City Health Department building was constructed using funds from this program.

Other agencies, both government and nongovernment organizations such as the Rotary Club, Kabalikat, SSDD, Theosophical Society and others have linked with the Quezon City Health Department in the delivery of comprehensive health care.
