The Market Development and Administration Department (MDAD) is tasked to:
* Execute and implement laws, regulations, policies and directives pertaining to the improvement of the facilities, management and operation of public markets.
* Regulate other market-related activities such as the construction, establishment and operation of slaughterhouses, private markets, talipapas, flea markets, and /or other similar buildings and structures.
* Regulate sidewalk vending activities in the city.

Services :
* Process business permits and licenses for markets and slaughterhouses, vendors/stallholders and hawkers, including the awarding of stalls.
* Operate and maintain facilities, sanitation, security and orderliness in the city's public markets.
* Regulate, monitor and inspect (permits, licenses, weighing scales, price tags, sanitation) of the city's public/private market, slaughterhouses and vending sites.
* Conduct price monitoring activities in both public and private markets.
* Undertake development programs for the construction and/or rehabilitation of markets and slaughterhouses.
* Evaluate and recommend franchising of markets and slaughterhouses.
* Evaluate and recommend the development of hawkers' vending sites.
Requirements for Availing of These Services:
Adjudication of vacant stalls to applicants for vacant stalls in the eight (8) Q.C. owned and operated markets
1. Filipino citizen, preferably a Q.C. resident
2. Twenty-one (21) years old
3. Not physically, mentally and legally incapacitated
