In line with the President's call for transparent, honest and responsive governance, the Department of the Interior and Local Government has issued Memorandum Circular No. 2010-149 directing all Punong Barangays to post in conspicuous places in their respective barangays their Barangay Budget Statement of Income and Expenditures and Other Barangay Financial Transactions, and Annual Procurement Plan.

Such measures ensure that every local government unit especially the barangay adheres to the highest ideals of transparency and accountability.

Mayor Herbert bautista expressed full support to the DILG initiative and has instructed the Barangay Operations Center to enjoin all Punong Barangays in the Quezon City to observe and practice the Full Disclosure Policy as embodied in the Memorandum Circular No. 2010-149.
